Tillerson and President Donald Trump have been working to mend relations with Russian Federation from their "all-time low point" (in Tillerson's words) after USA intelligence agencies issued a report early this year concluding that the Kremlin worked to interfere in the 2016 election. But its mission was expanded, along with the fresh funding, at the end of previous year in light of Russia's election meddling and to counter messages from governments in such nations as China, Iran and North Korea.
Secretary of State Rex Tillerson hasn't always seen eye-to-eye with his boss.
Donald Trump has heard the US intelligence assessments about Russian Federation taking steps to help put him in power, but the president refuses to believe it. Trump recently sat down with radical TV preacher Pat Robertson said, in reference to Russia's Vladimir Putin, "Why would he want me?" The bill nearly unanimously supported by both houses of Congress.
"I think the American people want the two most powerful nuclear nations in the world to have a better relationship", Tillerson said.
Tillerson is travelling to Asia this week, where he will continue his drive to increase "peaceful pressure on the regime in North Korea to have them develop a willingness to sit and talk to us and others".
He said at a briefing at the State Department that neither the president nor he was happy about the Congress's actions to put these sanctions in place and the way they did.
"Regarding Russia, we have not sought to reduce efforts to spotlight and combat Moscow's "active measures" or information activities", Hammond told the website.
He said, "I think the American people want the two most powerful nuclear nations in the world to have a better relationship, I don't think the American people want us to have a bad relationship with a huge nuclear power, but I think they are frustrated, and I think a lot of this reflects the frustration that we've not seen the kind of improvement in the relationship with Russian Federation that all of us would like to see".
The DPRK said that the test-firing aimed to "finally confirm the overall technological specifications of the weapon system of Hwasong-14 capable of carrying large-sized heavy nuclear warhead, including its maximum range", according to the official Korean Central News Agency (KCNA). "Does it make our lives more hard?"
Tillerson said he plans to meet Lavrov on the sidelines of a regional summit in Manila, Philippines.
A senior Trump administration official said on Tuesday that Trump was close to a decision on how to respond to what he considers China's unfair trade practices and was considering action that could lead to tariffs or other trade restrictions on Chinese goods.
